Kevin O’Halloran

Associate Director of Research & Planning

Kevin O’Halloran is an urban planning and policy professional dedicated to creating sustainable, inclusive, and well-designed communities. As the Associate Director of Research & Planning at TCA, he leads data analysis and research efforts to inform community stakeholders and help shape the future of Tysons. 

Previously, Kevin was the Founder and Principal Consultant of his own planning practice, O’Halloran Urban Solutions, where he focused on equitable development and neighborhood wealth-building strategies in collaboration with organizations like the Local Initiatives Support Corporation (LISC) and the Southwest Business Improvement District (SWBID). He first joined TCA to support the delivery of the Strategic Plan and establish the foundation for a robust research department. 

Kevin holds a Master’s degree in Urban and Regional Planning from Georgetown University, where he conducted research on best practices in place management organizations, providing him with a strong academic foundation for his work. 

His passion for urban planning is driven by a deep commitment to sustainability, believing that well-planned cities can address today’s greatest challenges while improving quality of life for all.  

Favorite thing about Tysons: When getting out into the Tysons community, Kevin enjoys visiting The Boro, one of his favorite spots to experience the area’s vibrant and evolving urban landscape.
